Job Purpose
The MEL Officer will ensure the quality, reliability, and effective use of monitoring, evaluation, and learning systems across LuxDev's Rwanda project portfolio. The role focuses on:
- Strengthening data quality and accountability
- Supporting evaluations and surveys
- Building partner capacity
- Promoting organizational learning and adaptation
- Developing dashboards, visualizations, and GIS tools
Key Responsibilities
- Provide technical support throughout the project cycle
- Design and implement baseline and end-line surveys
- Conduct annual indicator audits
- Manage project data in LuxDev's ERP system
- Coordinate mid-term and final evaluations
- Train implementing partners in MEL methodologies
- Prepare high-quality donor and internal reports
- Create dashboards, maps, and data visualizations
- Support communications teams with verified indicators
- Facilitate learning and knowledge-sharing activities
- Develop and coordinate GIS systems within project teams
Required Qualifications
- Master's degree in Social Sciences, Statistics, Economics, Public Policy, or related field
- Strong experience in monitoring, evaluation, and learning
- Knowledge of Results-Based Management and Logical Frameworks
- Experience with databases and statistical analysis tools
- Excellent analytical and critical thinking skills
- Ability to support multiple projects independently
- C1 proficiency in English and Kinyarwanda
Preferred Qualifications
- French language skills
- Five years of regional professional experience
- Experience with KoboToolbox and Power BI
- Practical knowledge of GIS
