Job Purpose

The MEL Officer will ensure the quality, reliability, and effective use of monitoring, evaluation, and learning systems across LuxDev's Rwanda project portfolio. The role focuses on:

  • Strengthening data quality and accountability
  • Supporting evaluations and surveys
  • Building partner capacity
  • Promoting organizational learning and adaptation
  • Developing dashboards, visualizations, and GIS tools

Key Responsibilities

  • Provide technical support throughout the project cycle
  • Design and implement baseline and end-line surveys
  • Conduct annual indicator audits
  • Manage project data in LuxDev's ERP system
  • Coordinate mid-term and final evaluations
  • Train implementing partners in MEL methodologies
  • Prepare high-quality donor and internal reports
  • Create dashboards, maps, and data visualizations
  • Support communications teams with verified indicators
  • Facilitate learning and knowledge-sharing activities
  • Develop and coordinate GIS systems within project teams

Required Qualifications

  • Master's degree in Social Sciences, Statistics, Economics, Public Policy, or related field
  • Strong experience in monitoring, evaluation, and learning
  • Knowledge of Results-Based Management and Logical Frameworks
  • Experience with databases and statistical analysis tools
  • Excellent analytical and critical thinking skills
  • Ability to support multiple projects independently
  • C1 proficiency in English and Kinyarwanda

Preferred Qualifications

  • French language skills
  • Five years of regional professional experience
  • Experience with KoboToolbox and Power BI
  • Practical knowledge of GIS
